Subject: [Uidb_genel] ESF Arastirma Calistaylari Basvuru Cagrisi

Avrupa Bilim Vakfı (European Science Foundation- ESF) her yıl tüm bilimsel alanlarda yaklaşık 50 Araştırma Atölyesi/Çalışması'na destek vermektedir. Bu ufak ve interaktif grup oturumları, bilimde gelişmeye potansiyel etkisi olabilecek yeni alanları keşfetmek için araştırma alanında yeni yönelimlere açılım yapmayı amaçlamaktadır ve alan sınırlaması bulunmamaktadır. 1 ile 3 gün arası süren bu çalıştaylara içlerinde genç, bağımsız araştırmacıların da yer aldığı tüm Avrupa'dan araştırmacılar katılmaktadır. Katılan kişi sayısına göre ufak ölçekli bu çalıştaylar hem konuya odaklanma hem de tüm katılımcıların tartışmalara ve işbirliğini takip edecek planların hazırlanmasına katkılarını sunmaları açısından ideal bir ortam yaratmaktadır. Disiplinler arası konu başlıkları teşvik edilmektedir. Araştırma Atölyeleri/Çalışmaları en fazla 30 kişinin katılabildiği ufak, interaktif ve sonuç odaklı toplantılar olup en fazla 15.000 Avro'ya kadar destek verilmektedir. Bütçe desteği; çalıştay çerçevesinde gerçekleştirilecek faaliyetlerin masrafları ile katılımcıların seyahat ve konaklama masraflarını içermektedir. Ancak, toplantı salon kiraları ve ekipman alımı sadece düşük oranda ESF tarafından karşılanabilirken tercüman ve dekor düzenlemesi gibi masraflar ESF tarafından sağlanan bütçeden karşılanamamaktadır. Buna ek olarak, fotokopi, telefon gibi destek kalem masrafları ESF tarafından sağlanan bütçe desteğinin %10'unu geçmemelidir. Bu sebeple, başvuru formunda bütçe ile ilgili bilgi verirken konaklama, seyahat ve yemek masraflarının alt kırılımları tahmini şekilde detaylıca belirtilmelidir. Başvurular ESF'e online yapılmakta olup 1 Şubat-31 Aralık 2012 tarihleri arasında düzenlenecek olan çalıştayları kapsayacaktır. Son başvuru tarihi 26 Mayıs 2011 (16:00 CET) olarak belirlenmiştir.

Degerli Arastirmacimiz,

"Euroscience Open Forum (ESOF)" etkinligi, ilki 2004 yilinda
gerceklestirilmis ve iki yilda bir tekrarlanan, bilim ve teknoloji
alaninda bagimsiz bir platformdur.

Soz konusu etkinligin 2012 yilinda "ESOF2012" adiyla Irlanda'nin Dublin
kentinde duzenlenmesi planlanmaktadir. 11-15 Temmuz 2012 tarihleri
arasinda gerceklestirilecek olan ESOF2012, gunumuzde bilim ve
teknolojinin merkezi bir rol oynadigi onemli konulari birebir tartismak
icin kapsamli bir platform olusturacaktir. Bilimsel arastirmadaki guncel
konulara yonelik calistaylar, toplantilar, oturumlar ve seminerler
seklinde gerceklestirilecek olan Bilimsel Program, ESOF2012'nin temelini
olusturmaktadir. Bilimsel arastirmadaki guncel konulara yonelik bu
etkinliklerde, arastirmacilar, sanayi, politika ureticileri, medya ve
kamuoyu arasindaki iletisim ve etkilesimin aciga cikarilmasi
amaclanmaktadir.

ESOF2012'nin Bilimsel Programi'nin olusturulmasi amaciyla "Oneri Cagrisi
(Call for Proposals)" yayinlamis bulunmaktadir. Son basvuru tarihi 30
Haziran 2011, saat 12:00 (GMT) olan cagri tum isteklilerin onerilerine
aciktir. Soz konusu cagriya ESOF2012'nin web sitesinden
(www.esof2012.org) ulasilabilir.

Basvurular ESOF2012 web sitesi uzerinden gerceklestirilecek olup,
etkinlige katilim icin TUBITAK tarafindan herhangi bir mali destek
saglanmayacaktir. Katilim masraflarinin, ilgililerin mensubu bulundugu
kurum/kurulus ve/veya bizzat kendisi tarafindan karsilanmasi gerekmektedir.

Avrupa Bilim Vakfı (European Science Foundation- ESF www.esf.org/conferences/call ) her yıl belli sayıda Araştırma Konferansı düzenlenmesine yardımcı olmakta ve ulusal ve uluslararası organizasyonlarla, üniversiteler dahil, partnerlik oluşturarak konferanslara sponsorluk oluşturmak amacıyla ortaklıklar kurmaktadır.

Araştırma Konferanslarının amacı lider bilim insanları ve genç araştırmacılara araştırma alanında gerçekleşen son gelişmeler üzerinde tartışma şansı vermektedir. Bu Konferanslar Avrupa'da ve Dünyada sinerjik kontaklar yaratılması için bir katalizör görevi görmekte ve prensipte ESF'in ulusal ve uluslararası organizasyonlarla (üniversiteler de dahil) uzun dönemli ortaklıklar oluşturulması yoluyla gelişmektedir.

Konferansların düzenlenebileceği bilimsel alanlar bu çağrı kapsamında "Moleküler Biyoloji, Fizik/Biyofizik, Çevre Bilimleri, Sosyal Bilimler ve Beşeri Bilimler" olarak belirlenmiş olup Araştırma Konferansları tüm dünyadan, ister akademik ister sanayiden olsun, bilim insanlarına açıktır. Konferanslar genelde davetli konuşmacılar ve 150 civarında katılımcıyla gerçekleştirilmektedir. Genelde 4-5 gün sürmekte olan Konferanslara ESF tarafından 40.000 Avro'luk destek aktarılmakta ve bu Konferansların düzenlenme ve duyurulmasında yardım sağlanmaktadır.

Başvuruların kabul edilmesinde temel kriter düzenlenmesi önerilen konferansın ilgili olduğu çalışma konusunun çokdisiplinli olmasıdır. Konferanslar özellikle çok disiplinli ve yenilikçi çalışma alanlarına öncelik vermektedir.

Başvurular ESF'e online yapılmakta olup hazırlanırken konferanslardaki katılımcı profilinde kadın-erkek dağılımının ve coğrafi dağılımın eşit olmasına dikkat edilmesi gerekmektedir. Ayrıca, katılımcıların %70'inin ESF'e üye ülkelerden oluşması gerekmektedir.

Başvuru için son tarih 15 Eylül 2011 olarak belirtilmiş olup başvurular 2013 yılında düzenlenecek olan konferanslara yöneliktir.

Degerli Arastirmacilarimiz,

UNESCO (United Nations Educational, Scientific and Cultural Organization - Birlesmis Milletler Egitim, Bilim ve Kultur Kurumu) ve TWAS (Academy of Sciences for the Developing World - Gelismekte Olan Dunya icin Bilimler Akademisi) isbirligi ile "UNESCO - TWAS Guneydeki Mukemmeliyet Merkezleri ile Isbirligi Projesi" adi altinda bir program duzenlenmektedir.

Sozkonusu program gelismekte olan ulkelerdeki arastirmacilarin Guney'deki mukemmeliyet merkezlerine (Merkezlere iliskin liste icin; http://twas.ictp.it/common/files/files-exch/AssocCentres.pdf) duzenli ziyaretler gerceklestirmesine destek saglamayi amaclamaktadir.

Doktora ya da buna denk akademik dereceye sahip arastirmacilarin basvurusuna acik olan bu program ile saglanacak destegin toplam suresi 3 yil olarak belirlenmistir. Bu donem icinde arastirmacilara, ev sahibi merkeze, her bir ziyaret 2-3 aylik sureli olmak uzere, toplam iki ziyaret gerceklestirme imkani taninacaktir.

Degerli Arastirmacilarimiz,

Ulkemizin 1971 yilindan bu yana uyesi bulundugu COST (European Cooperation in Science and Technology); ulusal olarak desteklenen arastirma projelerinin yururtuculerinin Avrupa duzeyinde olusturulmus networke dahil olmalarini saglamaktadir. COST programinin ulkemizdeki bilimsel koordinasyonu ve COST Aksiyonlarina Turk arastirmacilar tarafindan onerilecek projelerin finansmani TUBITAK tarafindan yurutulmektedir.

COST programi kapsamindaki COST 2010-1  donemi acik cagrilari sonucunda, COST Ust Duzey Temsilciler Komtiesi (COST CSO) tarafindan 1-2 Aralik 2010'da kabul edilen aksiyonlarin listesi ekte yer almaktadir. Ilgilendiginiz Aksiyona dahil olmak, Aksiyon Yonetim Komitesi (Action Management Committee-MC) uyesi olarak atanabilmek ve anilan Aksiyonun yonetim komitesi toplantilarina katilabilmek icin asagida yer alan surecleri izlemeniz gerekmektedir:

Turkiye'nin ulke olarak belirli bir aksiyona katilimi (ilgili aksiyonun MoU'sunun imzalanmasi) soz konusu aksiyonla ilgili TUBITAK tarafindan desteklenmis bir arastirma projesiyle mumkundur. Ilgi alaniniza giren herhangi bir COST aksiyonuna dahil olmak icin oncelikle TUBITAK'a (arastirma destegi de talep edebileceginiz), bir proje onerisi sunmaniz gerekmektedir. Bunun icin: www.tubitak.gov.tr/uidb/cost adresindeki Fon Mekanizmasi, Basvuru ve Degerlendirme Sureci linkinden Genel Bilgiler ve Proje Oneri Formu dokumanini incelemeniz ve icinden proje basvurusu icin gerekli belgeleri indirerek ilgilendiginiz COST aksiyonu MoU'su cercevesinde doldurmaniz ve asagidaki adrese elden ya da posta yoluyla iletmeniz gerekmektedir. Aksiyonun MoU'suna www.cost.eu adresli sayfadaki Actions secenegine ilgilendiginiz aksiyonun kodunu girerek aksiyonun web sayfasindan ulasabilirsiniz.

Proje onerinizin TUBITAK Arastirma Gruplarindaki degerlendirme sureci tamamlandiktan sonra desteklenmesine karar verilirse ve iligili Aksiyona katilim icin Turkiye'ye taninan iki kisilik kota dolmamis ise, proje yurutucusu olarak tarafimizca elektronik ortamda ilgili Aksiyona Management Committee (MC) uyesi olarak atamaniz yapilmaktadir . MC uyesi olarak atanmanizdan sonra, ilgili aksiyona resmi katilim islemleri tarafimizca baslatilmakta ve proje sozlesmesi imzalanmaktadir. Turkiye olarak bir aksiyon cercevesinde TUBITAK'ta yurutulen bir proje olmadan resmi olarak aksiyona katilim islemleri (MoU imzalanmasi islemi) gerceklestirilememektedir. MC uyesi arastirmacilarimizin seyahat masraflari COST tarafindan kisiye geri odenmektedir.

Halihazirda TUBITAK tarafindan desteklenen ve aksiyonun konusuyla uyumlu bir ulusal projeniz olmasi durumunda, yeni bir proje onermek yerine, bu projeyi COST projesine donusturmeniz de mumkun olabilmektedir. Bu secenek ile ilgili bilgileri de www.tubitak.gov.tr/uidb/cost adresindeki COST Hakkinda Sikca Sorulan Sorular linkinden inceleyebilirsiniz.

TUBITAK ile Fransa Disisleri Bakanligi arasinda 16 Temmuz 2003 tarihinde imzalanmis olan "Protocol for Programme of Integrated Actions (PIA)- Bosphorus" cercevesinde 2012-2013 yillarinda ortak arastirma projeleri desteklenecektir.
